North\uff09\u6559\u6388\u548c1996\u5e74\u8afe\u8c9d\u723e\u7d93\u6fdf\u5b78\u734e\u5f97\u4e3b\u8a79\u59c6\u65af\u83ab\u91cc\u65af\uff08James Mirrlees\uff09\u7235\u58eb\u3002\u7531\u4ed6\u5011\u4e3b\u8b1b\u7684\u5091\u51fa\u8b1b\u5ea7\u7cfb\u5217\u65bc\u4e09\u6708\u4e8c\u65e5\u4e0b\u5348\u4e09\u6642\u5728\u6fb3\u9580\u65c5\u904a\u6d3b\u52d5\u4e2d\u5fc3\u8209\u884c\u3002<\/p><p>    \u9053\u683c\u62c9\u65af\u8afe\u65af\u6559\u6388\u73fe\u70ba\u83ef\u76db\u9813\u5927\u5b78\u7d93\u6fdf\u5b78\u6559\u6388\uff0c\u7f8e\u570b\u85dd\u8853\u8207\u79d1\u5b78\u9662\u9662\u58eb\uff0c\u570b\u969b\u65b0\u5236\u5ea6\u7d93\u6fdf\u5b78\u5b78\u6703\u6703\u9577\uff0c\u540c\u6642\u4e5f\u662f\u5f88\u591a\u8457\u540d\u5927\u5b78\u7684\u5ba2\u5ea7\u6559\u6388\u3002\u8afe\u65af\u6559\u6388\u662f\u65b0\u5236\u5ea6\u7d93\u6fdf\u5b78\u4ee3\u8868\u4eba\u7269\uff0c\u4ed6\u7684\u4e3b\u8981\u7814\u7a76\u9818\u57df\u662f\u7d93\u6fdf\u5236\u5ea6\u8207\u653f\u6cbb\u5236\u5ea6\u7684\u6f14\u8b8a\uff0c\u4e3b\u8981\u8457\u4f5c\u5305\u62ec\u300a\u897f\u65b9\u4e16\u754c\u7684\u8208\u8d77\u300b\uff081973\uff09\u3001\u300a\u7f8e\u570b\u5f80\u6614\u7684\u589e\u9577\u8207\u798f\u5229\u300b\uff081973\uff09\u3001\u300a\u7d93\u6fdf\u53f2\u4e2d\u7684\u7d50\u69cb\u8207\u8b8a\u9077\u300b\uff081981\uff09\u548c\u300a\u5236\u5ea6\u3001\u5236\u5ea6\u8b8a\u9077\u8207\u7d93\u6fdf\u7e3e\u6548\u300b\uff081990\uff09\u3002\u8afe\u65af\u6559\u6388\u628a\u4e00\u570b\u7a76\u7adf\u662f\u5bcc\u88d5\u9084\u662f\u8ca7\u7aae\u6b78\u70ba\u5236\u5ea6\u56e0\u7d20\uff0c\u800c\u6280\u8853\u53ea\u662f\u5176\u7d50\u679c\u800c\u4e0d\u662f\u539f\u56e0\u3002\u4e2d\u570b\u8fd1\u5e74\u4f86\u7d93\u6fdf\u7684\u8fc5\u901f\u767c\u5c55\u4f7f\u5f97\u8afe\u65af\u6559\u6388\u7522\u751f\u4e86\u5f88\u5927\u7684\u8208\u8da3\uff0c\u7232\u914d\u5408\u662f\u6b21\u7814\u8a0e\u6703\u7684\u4e3b\u984c\uff0c\u8afe\u65af\u6559\u6388\u849e\u81e8\u4e3b\u8b1bWill China evolve from a &#8216;Natural State&#8217; to an &#8216;Open Access&#8217; Society? \u9019\u662f\u6709\u95dc\u4e2d\u570b\u7d93\u6fdf\u7814\u7a76\u65b9\u9762\u7684\u53c8\u4e00\u529b\u4f5c\u3002<\/p><p>    \u8a79\u59c6\u65af\u83ab\u91cc\u65af\u7235\u58eb\u73fe\u70ba\u6fb3\u9580\u5927\u5b78\u540d\u8b7d\u7d93\u6fdf\u5b78\u6559\u6388\uff0c\u540c\u6642\u662f\u528d\u6a4b\u5927\u5b78\u548c\u9999\u6e2f\u4e2d\u6587\u5927\u5b78\u6559\u6388\u3002\u83ab\u91cc\u65af\u6559\u6388\u5728\u4fe1\u606f\u7d93\u6fdf\u5b78\u7406\u8ad6\u9818\u57df\u505a\u51fa\u4e86\u91cd\u5927\u8ca2\u737b\uff0c\u5c24\u5176\u662f\u4e0d\u5c0d\u7a31\u8cc7\u8a0a\u689d\u4ef6\u4e0b\u7684\u7d93\u6fdf\u6fc0\u52f5\u7406\u8ad6\u7684\u8ad6\u8ff0\uff0c\u8a72\u7406\u8ad6\u5df2\u6210\u70ba\u73fe\u4ee3\u7d93\u6fdf\u5b78\u7684\u91cd\u8981\u57fa\u77f3\u3002\u9664\u4fe1\u606f\u7d93\u6fdf\u5b78\u5916\uff0c\u83ab\u91cc\u65af\u6559\u6388\u5728\u5176\u4ed6\u65b9\u9762\u4e5f\u6709\u5f88\u591a\u91cd\u8981\u5efa\u6a39\u3002\u5176\u4e2d\u6700\u8457\u540d\u7684\u662f\u4ed6\u5c0d\u516c\u5171\u8ca1\u653f\u7406\u8ad6\u7684\u8ca2\u737b\u3002\u540c\u6642\u4ed6\u5728\u798f\u5229\u7d93\u6fdf\u5b78\u3001\u589e\u9577\u7406\u8ad6\u3001\u9805\u76ee\u8a55\u4f30\u65b9\u9762\u90fd\u6709\u8ca2\u737b\u3002\u4ed6\u7684\u4e3b\u8981\u8ad6\u8457\u6709\u300a\u6700\u512a\u7a05\u5236\u548c\u516c\u71df\u751f\u7522\uff1a1\uff1a\u751f\u7522\u6548\u7387\u548c2\uff1a\u7a05\u6536\u689d\u4f8b\u300b\uff1b\u300a\u767c\u5c55\u4e2d\u570b\u5bb6\u7684\u5c08\u6848\u8a55\u4f30\u548c\u8a08\u5283\u300b\uff1b\u300a\u95dc\u65bc\u798f\u5229\u7d93\u6fdf\u5b78\u3001\u8cc7\u8a0a\u548c\u4e0d\u78ba\u5b9a\u6027\u7684\u7b46\u8a18\u300b\u3002\u76ee\u524d\u83ab\u91cc\u65af\u6559\u6388\u6b63\u5728\u5f9e\u4e8b\u6709\u95dc\u4e2d\u570b\u7d93\u6fdf\u65b9\u9762\u7684\u7814\u7a76\uff0c\u4ed6\u6b64\u6b21\u4e3b\u8b1b\u7684\u984c\u76ee\u662fWhere is Chinese Economic Growth Going?\u4f7f\u6709\u95dc\u4e2d\u570b\u7d93\u6fdf\u65b9\u9762\u7684\u7814\u7a76\u66f4\u4e0a\u4e00\u5c64\u6a13\u3002<\/p><p>
