<\/p>

Hot News: Chinese Textbooks for Basic Education Launched Overseas<\/b><\/p>\n\n

In recent years, there has been\ngrowing international interest in mathematical education in China, both on the\npart of the media and ordinary people. The BBC documentary, Are Our Kids Tough\nEnough? Chinese School, has sparked widespread interest and discussions both in\nChina and in the West. According to the documentary, students taught by Chinese\nteachers left their British-taught counterparts in the dust when they were\ntested in maths, Chinese, and science. This seemed to point to an obvious fact,\nof which the British society had to sit up and take notice \u2014 that Chinese\neducation is far more successful than it has been given credit for.<\/p>\n\n

An article entitled, \u2018Britain\nTurns to Chinese Textbooks to Improve Its Math Scores\u2019, which appeared in the 5\nAugust 2017 edition of the New York Times, mentioned that British schools plan\nto introduce Real Shanghai Mathematics, a series of 36 textbooks translated\ndirectly from Chinese into English. \u2018Starting in January, teachers in England\nwill have the option of using Real Shanghai Mathematics,\u2019 said the article.<\/p>\n\n

The article caused quite a stir\nin the Chinese media. Splashed across the front pages of various newspapers\nwere headlines proudly announcing the news: \u2018Britain Turns to Chinese Textbooks\nto Improve Its Maths Scores: Chinese Textbooks to Show Up in British Schools\u2019,\n\u2018Looking to the East for Solution in Education\u2014British Primary Schools to Adopt\nChinese Textbooks\u2019, \u2018Textbooks from Shanghai All the Rage in Britain\u2019, \u2018Role\nReversal\u2014End of the West\u2019s Leadership Role in Education Reform\u2019, and \u2018British\nMinistry of Education to Adopt Chinese Maths Textbooks in Over 8,000 Primary\nSchools\u2019.<\/p>\n\n

Actually, this fervour for\nChinese textbooks has spilled over into many other countries, including the\nUnited States, the United Arab Emirates, Kenya, and Malaysia. Representatives\nfrom each of these countries have approached China to express the intention of\nintroducing Chinese textbooks into schools. It is the first time that advanced\ncountries like the UK and the US have used Chinese textbooks for primary and\nsecondary schools in such a systematic and large-scale manner. It shows that\nthe quality of basic education in China has gained increasing recognition from\nthe international community.<\/p>\n\n

On 31 January 2018, the BBC\nannounced the Theresa May administration\u2019s plan to send 200 maths teachers to\nChina over the next two years to learn from their Chinese counterparts. A New\nYork Times article commented, \u2018Britain\u2019s shift to the East is a turnaround for\na country that has some of the world\u2019s elite universities.\u2019<\/p>\n\n

 <\/p>\n\n

Macao: A Rising Star in Maths Education<\/b><\/p>\n\n

Over 400 years ago, Matteo Ricci\narrived in Macao, where he later translated Euclid’s Elements into Chinese in\ncollaboration with the Chinese mathematician Xu Guangqi. This was a brilliant\nchapter in the history of Sino-Western cultural exchange, as it was the first\ntime a Western maths textbook was introduced into China. But under Portuguese\nrule, basic education in Macao was nothing to write home about. After Macao\u2019s\nreturn to the motherland, scores on the PISA (Programme for International\nStudent Assessment) test began to increase steadily. Most notably, Macao\u2019s\ninternational ranking in the maths subject jumped from No 15 in 2009 to No 3 in\n2015, when 15-year-old students from Macao scored 544 points on the PISA test,\nthe third highest score among all examinees in the world. This made Macao the\nfastest-improving city among the cross-strait four regions in maths education,\nand quickly attracted attention from the international community.<\/p>\n\n

 <\/p>\n\n

A Historic Moment: ICMI Study 23: Primary Mathematics Study on Whole\nNumbers<\/b><\/p>\n\n

It was decided at the 23rd\nmeeting of the International Program Committee of the International Commission\non Mathematical Instruction (ICMI), held in January 2014, that the ICMI Study\n23: Primary Mathematics Study on Whole Numbers, would be held at UM.<\/p>\n\n

Founded in 1908, the ICMI is an\ninternationally recognised authority on maths education. It aims to improve the\nquality of maths education worldwide at all levels (from primary education to\nuniversity education); to increase communication and collaboration among\neducators, researchers, policy makers, and maths teachers from around the\nworld; and to promote a balanced development of the theory and practice of\ncontemporary maths education. So far, it has held 22 international conferences,\nwith each conference focused on a specific pressing issue in maths education.\nThe conference is considered the most authoritative conference in the field of\nprimary school maths education and enjoys great renown both at home and abroad.\nEach year, various countries compete to host it<\/p>\n\n

 <\/p>\n\n

Maths Education: The Foundation of Science and Technology and Human\nCivilisation<\/b><\/p>\n\n

Why, you might wonder, would the\nUK and other advanced Western countries want to introduce the Chinese way of\nteaching maths? Because the results of some international tests in recent years\nindicate that British students lag behind their Shanghai counterparts by three\nyears in terms of maths proficiency, and statistics show that this lacklustre\nperformance in maths education is costing the UK approximately 20 billion\npounds a year, accounting for 1.3 per cent of the country\u2019s GPD. In fact,\nChina\u2019s rise as the world\u2019s second largest economy and its rapid progress in\nscience and technology in the past few decades would not have been possible\nwithout the support of excellent maths education, for maths is the foundation\nof all science subjects and the quality of maths education determines the\nquality of scientific and technological developments. There are many reasons\nwhy basic education, especially maths education, has become a focus of media\nattention. But the most important reason is that maths education has become not\nonly the cornerstone of a country\u2019s growth in economy, science, and technology,\nbut also a key measure of national power and, to some extent, the global\ncompetitiveness of a country\u2019s economy.<\/p>\n\n

 <\/p>\n\n

Opportunities and Challenges Faced by Mainland China and Macao in Maths\nEducation<\/b><\/p>\n\n

World university rankings have\nincreasingly trained the spotlight on higher education. This is also true of\nrankings in basic education. Take the PISA tests in 2009 and 2012 for example.\nIn both tests, the top-scoring student was from Shanghai, a fact that sent\nshock waves across education circles around the world.<\/p>\n\n

There has been some improvement\nin the quality of basic education in Macao over the past 20 years, partly\nbecause Macao has adopted some good practices from mainland China.\nUnfortunately, many experts in mainland China took the good result for granted.\nThey brushed aside their own experience and success, and blindly followed the\nlead of the UK and the US. It was not long before they paid the price. In 2015,\nfour Chinese provinces and municipalities participated in the PISA test and\nended up at the tenth place. This sobering drop from the top spot served as a\nwake-up call and taught Chinese educators the importance of knowing their\nstrengths. Maths education in Macao is still in its infancy. I look forward to\nthe day when it will blossom into the pride of Macao residents.<\/p>
