Dr Muruga Perumal Ramaswamy, an\nassociate professor from the University of Macau\u2019s (UM) Faculty of Law, was designated\nas an Official Observer of the 48th Session of the United Nations Commission on\nInternational Trade Law (UNCITRAL) held in Vienna, Austria, from 29 June to 16 July.\nThe designation was made in Washington D C by the American Society of\nInternational Law (ASIL). The role of Dr Ramaswamy as the Official Observer is\nto contribute to the deliberations at the session of the commission on various\nlegal matters listed on the agenda relating to the harmonisation of\ninternational commercial law.<\/p>
The UNCITRAL is a core legal\nbody of the United Nations with a mandate to further the progressive harmonisation\nand unification of the law of international trade. The ASIL is a pre-eminent\nscholarly society in the field of international law, which was established in\n1906 and its members are comprised of attorneys, academics, judges, students,\nand other people with expertise or interest in international law. Dr Ramaswamy\nis a serving member of the ASIL and its interest groups on different fields of\ninternational law. \u2018The major challenge as an official observer representing an\ninternational organisation like the ASIL is to contribute fruitfully on\nsubstantive legal issues without taking a position on behalf of the ASIL or\nsupporting the position of any specific member state or group of states,\u2019 said Dr\nRamaswamy.<\/p>
The work of the UNCITRAL consists\nof the commission\u2019s annual session and the sessions of the various working groups.\nThe UN Commission Annual Session is the highest-level meeting of the UNCITRAL\nduring which the work of the various working groups of the commission is presented\nto the member states. \u2018In addition to member states, all states that are not\nmembers of the commission, as well as interested international organisations,\nare invited to attend sessions of the commission and of its working groups as\nobservers. Observers are permitted to participate in discussions at sessions of\nthe commission and its working groups to the same extent as members.\u2019<\/p>
\n\n\n\n\n\n\n\n\n\n\n\nDr Ramaswamy\u2019s teaching areas include Public\nInternational Law, Business Law, Common Law, Comparative Law, International\nEconomic Law, and Foreign Investment Law. He is currently the principal\ninvestigator of a research project focused on the \u2018Relevance of the UN\nConvention on Contracts for the International Sale of Goods (CISG) for Macau\nSAR and other Portuguese Speaking Countries\u2019.<\/p>
