Ten years ago,\nwho would have imagined that smart cities, smart houses, and smart cars would\nbecome part of our everyday lives in a smart future? In an age where artificial\nintelligence permeates every social sphere, what are the essential skills\ncollege graduates must possess in order to rise to the challenges presented by\nthese new, smart technologies?<\/p>\n\n<p>Big data plays an important role in managing smart cities.\nIndeed, without big data, there would be no smart city. Perhaps that is why,\nwhen the Macao SAR government announced earlier this year a plan to develop\nMacao into a smart city, it clearly defined the smart city as characterised by\ndata-driven technology and artificial intelligence that is used to improve\nresidents\u2019 quality of life. In this issue, we interview two members\nof the University of Macau\u2019s (UM) management team, Rector Wei\nZhao and Vice Rector for Academic Affairs Lionel Ni, who are both\nworld-renowned experts on big data and the Internet of Things (IoT). They share\nwith us the significance of Macao\u2019s smart city project and suggest what\nUM can do to produce big data experts to embrace a smart future.<\/p>\n\n<p>&nbsp;<\/p>\n\n<p><b>How Does Macao Create\na Smart City?<\/b><\/p>\n\n<p>According to Wikipedia, the \u2018smart\ncity\u2019concept originated with IBM. In 2008, the company proposed\nthe concept of a \u2018smart city\u2019 when discussing how to make good use\nof information and communications technologies to improve various city\nfunctions. The idea behind the \u2018smart city\u2019 is\nthat through the application of new generation information technology, authorities\nwill be able to manage manufacturing processes and other facets of everyday life\nin a more precise and dynamic manner. By embedding sensors into various physical\nobjects scattered around the world, such as power supply systems, water supply systems,\ntransport systems, oil and gas pipelines, and buildings, we can create an IoT connected\nto the internet. With the support of super computers and cloud computing, we can\nthen realise a seamless fusion between the actual physical world and the\nvirtual cyber world.<\/p>\n\n<p>In August 2017, in an important first step towards creating\na smart city, the Macao SAR government signed a framework agreement with\nAlibaba Group on strategic collaboration in this area. Prof Lionel Ni, who is\nin charge of strategy research for Macao\u2019s smart city development,\npoints out that \u2018smart cities\u2019 have become a focus of intense\ninterest in urban and industrial development, and many cities in the United\nStates, Spain, Japan, and China have already launched plans to develop smart\ncities. According to the 12th Five-Year Plan released by the Chinese\ngovernment, over 320 cities in mainland China have started the process of transitioning\nto smart city status. Indeed, smart city development appears to have become an inexorable\nglobal trend.<\/p><p><\/p>\n\n<p>&nbsp;How does Macao become a smart city? Prof Ni offers the\nfollowing suggestions: \u2018We should build a smart city with\ndistinctive local characteristics. We need to adopt a holistic approach in\nplanning and overcome the bottlenecks in development. We also need to integrate\npolicies, theories, practice, and industrial development in order to create an\nintegrated ecosystem for a smart city. In this area, Macao is still in its infancy\ncompared to countries and regions that have already started the process. The most\nurgent tasks for the government now include developing a theoretical framework,\nidentifying the priorities and strategies, and studying the practicality and\nfeasibility of administrative systems, operational systems, laws and regulations,\nas well as technological innovations.\u2019<\/p><p><\/p>\n\n<p>The process of designing a smart city is usually approached\nfrom multiple angles, measured against multiple standards, and analysed at\nmultiple scales. For this reason, Prof Ni suggests that the Macao SAR government\nshould employ uniform standards and integrate technologies in the planning\nprocess. Ni believes the effort should focus on city development, and be guided\nby top-level design, supported by a technological framework, and featuring\napplications of smart products, in order to gradually carry out innovative\nprojects and ensure that smart products and capabilities can be delivered in an\norderly fashion.<\/p><p><\/p>\n\n<p>&nbsp;\u2018In the process of building a smart city, Macao needs to\nstrike a balance between five pairs of seemingly contradictory priorities,\nnamely the quality of city development versus economic benefits, short-term\nproject innovation versus long-term sustainable development, economic diversification\nversus Internet Plus, decision-making by the government versus participation\nand supervision by the public, as well as the top-down goal-based approach versus\nthe bottom-up problem-based approach,\u2019 he says. \u2018Top-level\ndesign should be done on three levels: planning, operation, and monitoring, in\norder to achieve better integration in technology, business, and data.\u2019<\/p><p><\/p>\n\n<p>&nbsp;<\/p>\n\n<p><b>Talented People Are\nIndispensable in Creating a Smart City<\/b><\/p>\n\n<p>Smart cities cannot be created overnight. Rather, it is a\nlong, systematic process. Prof Ni puts it this way: \u2018Building\na smart city requires expertise in different areas and a lot of professionals in\npublic administration, economy, law, and science and technology, especially\nhigh-calibre, interdisciplinary, innovative professionals. In the process, UM\nneeds to constantly explore new ways for technological innovation, align with\nthe future direction of government policy, and provide support for\ndecision-making in city planning and management. Aside from that, UM must also\nplace an equal emphasis on teaching, research, and practice, enhance resource\nintegration, and produce high-quality professionals for Macao through the \u201c4-in-1\u201d model of education.\u2019<\/p>\n\n<p>&nbsp;As a public university in Macao, UM shoulders the responsibility\nof producing graduates whom can advance Macao\u2019s development. Prof Zhao discloses\nthat UM has already formulated a plan for nurturing big data experts. \u2018The\nuniversity plans to create a programme in big data, with the aim of producing\ninterdisciplinary graduates with big data thinking and creativity,\u2019\nhe says. \u2018The programme will combine theoretical knowledge and\npractice in the classroom and will cover different disciplines. We hope that students\nof this programme, regardless of their academic background, will have a solid\ngrasp of theoretical knowledge and improved skills in data mining, analysis and\nmanagement, as these skills are in high demand in today\u2019s\nworld. The early part of the programme will focus on big data for finance, health,\nand cities, as well as data literacy and data privacy law.\u2019<\/p><p><\/p>\n\n<p>&nbsp;\u2018We are living in a time where everything is connected to everything\nelse, and creating a smart city is an opportunity Macao cannot afford to miss,\u2019\nsays Prof Wei Zhao. \u2018But this goal cannot be achieved without\nthe data industry, data trading, and more importantly, talented people. Whether\na country or a city can keep pace with the challenges in an age of big data\ndepends, above all else, on whether it can nurture and attract talented people.\nSmart cities and smart products are driven by data technology, which in turn\nrelies on software and internet economy. The shortage of professionals in these\nfields is a universal problem faced by countries around the world. \u2019<\/p><p><\/p>\n\n<p>&nbsp;Prof Wei Zhao has repeatedly stressed that a university\nshould not become a glorified vocational school, whose goal is merely to prepare\nstudents for the job market. A university, he believes, should help students\nacquire not only hard skills in the form of professional knowledge, but also\nsoft skills pertaining to personal qualities and values, such as leadership, teamwork,\ncommunication skills, a sense of responsibility, and a commitment to lifelong learning,\nto ensure that students can rise up to any challenges they might encounter\nafter graduation. \u2018After the first industrial revolution, machinery replaced\nmanual labour. For example, the invention of cars allowed people to move faster\nand farther,\u2019 he says. \u2018Now we are entering a new industrial\nrevolution, characterised by artificial intelligence, big data, and the\ninternet. What this means is that machinery is about to replace (at least part\nof) intellectual labour. This new industrial revolution will bring young people\nboth enormous opportunities and enormous challenges. \u2019 \u2018Almost every industry will be reshuffled, \u2019\nhe adds. \u2018Many industries will disappear or be restructured, or new\nindustries might appear. This makes it more important for young people to\ndevelop competitive personal qualities, including leadership and critical thinking.\nOnly when they possess these real skills will they be able to emerge victorious\nfrom the new industrial revolution.<\/p><p><\/p>\n\n<p>&nbsp;<\/p>\n\n<p><b>Establishing the\nThird State Key Laboratory<\/b><\/p>\n\n<p>&nbsp;Currently, UM is preparing for the establishment of a third\nstate key laboratory, which will specialise in IoT and big data. \u2018Data\nare an important resource and asset of a country in political, economic,\nsocial, and cultural arenas,\u2019 says Wei\nZhao. \u2018They also form the basis for scientific research. IoT is\nan effective way to collect multi-source data in city construction and\nmanagement. Big data from multiple sources can serve as the basis for\nscientific decision making by city planners and managers as well as other\nstakeholders. Therefore, creating a state key lab in this area is of great\nsignificance. \u2019<\/p><p><\/p>\n\n<p><br\/><\/p><p><\/p>","protected":false},"excerpt":{"rendered":"<p>Source: umagazineScience and technology drive social progress.
