Originally, it appeared as \u2018BRIC\u2019 to highlight the\npromising emerging economies of Brazil, Russia, India, and China. After being joined\nby South Africa in 2011, the BRICS countries have qualified their institutional\nsetting as a \u2018dialogue and cooperation platform\u2019 and organised regular meetings\namong di\ufb00erent levels of governments. In 2015, the leading universities from the\nBRICS countries adopted the Beijing Consensus, which resulted in a decision to\nestablish a BRICS Universities League. In 2016, they took the next step in that\ndirection and agreed to set up the BRICS Network University. The first general\nconference of the BRICS Network University was held in Yekaterinburg between 6\nand 9 April, 2016. In 2017, the BRICS Network University members gathered in\nZhengzhou, hosted by the North China University of Water Resources and Electric\nPower. Today the BRICS Network University consists of 9 universities from\nBrazil, 11 universities from China, 12 universities from India, 12 universities\nfrom Russia, and 12 universities from South Africa.<\/p><p>&nbsp;<\/p><p><b>Launching a New Course to Support\nResearch<\/b><\/p><p>Although\nformally outside the BRICS Network University, the University of Macau has made\ndecisive steps towards promoting BRICS-related research and education. In the spring\nsemester 2016\/2017, a team of academics from the UM Faculty of Law formed a\nresearch circle, \u2018The Global Governance Debate and the BRICS Countries\u2019,\nconsisting of Rostam J Neuwirth (full professor), Alexandr Svetlicinii\n(assistant professor), and Denis De Castro Halis(senior instructor). Jointly,\nthey have developed Advanced Issues of International Trade Law: Business Law in\nthe BRICS Countries, a course for master\u2019s students dedicated to legal aspects\nof doing business in the BRICS countries. The new course featured several\ninnovative teaching and learning methods. First, the course was co-taught by a\nteam of three instructors who were present in the classroom at the same time in\norder to stimulate discussion and complement each other\u2019s expertise on the laws\nof particular BRICS countries. The instructors took advantage of various\neducational technologies supported by the Center for Teaching and Learning Enhancement\n(CTLE), including UMMoodle and PollEverywhere. The class was conveniently\nhosted in one of the CTLE Interactive Learning Spaces \u2013 classroom equipped with\naudio and video (AV) recording. The AV materials generated by the course\nallowed it to be o\ufb00ered in a blended learning format where the students watch\nshort video lectures before each class and then come prepared for a more\nin-depth discussion. While the instructors were team teaching, the students were\nteam learning also. Instead of a conventional final examination, the grading of\nthe course was based on the result of a group project, which required students\nto engage in collaborative legal research. The students were organised in\ngroups of five (each member representing one of the BRICS nations) and worked\non various issues of legal cooperation. Each team prepared a colourful\npresentation summarizing the experiences and challenges of each BRICS country\nin various legal fields. During the last class, the student teams staged a mock\nBRICS Legal Forum, where the \u2018delegates\u2019 from BRICS nations debated and agreed\non future directions for legal cooperation.<\/p><p>The\nteam teaching and team learning in the new course have received significant\npublicity at UM and beyond. In 2017, Alexandr Svetlicinii presented the new\ncourse at the seventh Annual International Research Exchange &amp; Faculty\nDevelopment Conference hosted by the Chinese University of Hong Kong. On 19\nApril 2017, the instructors presented the main features of the course at the\nCTLE Teaching and Learning Innovation Salon, chaired by UM\u2019s Vice Rector for\nAcademic A\ufb00airs Prof Lionel Ni. On 4 May 2017, the team teaching experience of\nthe BRICS course was featured in the Faculty of Arts and Humanities Spring Sta\ufb00\nProfessional Development Workshop, chaired by the FAH Dean Prof Hong Gang Jin.<\/p><p><b>&nbsp;<\/b><\/p><p><b>New Book on BRICS Countries Attracting\nInterest<\/b><\/p><p>This\ncollaborative work has also produced visible results in the field of legal\nresearch. In collaboration with scholars from BRICS countries and beyond,\nRostam J Neuwirth, Alexandr Svetlicinii, and Denis De Castro Halis have\nco-edited the book \u2018BRICS-Lawyers\u2019 Guide to Global Cooperation\u2019, which was published\nby Cambridge University Press in late 2017. Each chapter of the new book\ndiscusses the actual and potential cooperation of BRICS countries in various\nfields, including, among others, trade, investment, competition, intellectual\nproperty, energy, dispute resolution, and financial regulation. The new book has\nquickly attracted attention in academic circles being reviewed in the BRICS Law\nJournal, Fudan Public Administration Review, International Trade Law &amp;\nRegulation, and Potchefstroom Electronic Law Journal.<\/p><p>In\nJune 2017, Neuwirth, Svetlicinii, and Halis presented their BRICS-related\nresearch in South America while visiting the Andean University Simon Bolivar in\nQuito (Ecuador), the University of Azuay in Cuenca (Ecuador) and attending the Annual\nMeeting of the Law &amp; Society Association in Mexico City (Mexico).<\/p><p>In\nSeptember 2017, the BRICS legal scholars from UM Faculty of Law attended the\nSecond International Symposium on Development and Governance in the BRICS \u2018International\nDevelopment Aid in the BRICS\u2019 hosted by Fudan University in Shanghai. In\nDecember 2017, the BRICS legal scholars from the UM Faculty of Law attended the\nFourth BRICS Legal Forum in Moscow hosted by the Russian Association of\nLawyers, where Svetlicinii delivered a talk titled \u2018Global Fragmentation of\nCompetition Law and BRICS: Adaptation or Transformation?\u2019 The Moscow Declaration\nadopted at the forum features plans to establish a BRICS legal think-tank,\nBRICS panel of arbitrators for the dispute resolution centres already\nestablished in Shanghai and New Delhi, publication of a BRICS legal research\njournal, and other important initiatives in the field of legal cooperation.<\/p><p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n<\/p><p>As\nthe Macao SAR Government has decisively embarked on the path of developing the\nregion as a platform for economic cooperation between China and\nPortuguese-speaking countries and decided to join China\u2019s Belt and Road\nInitiative, the BRICS-related research and cooperation will only increase in significance\nfor Macao as all of the BRICS countries have an important role to play in the\nabove mentioned initiatives.<\/p><p><\/p>","protected":false},"excerpt":{"rendered":"<p>Source:&nbsp;umagazineMembers of the BRICS Network UniversityThe term BRICS is an acronym referring to the countries of Brazil, Russia, India, China and South Africa.
